(A) Except as herein provided, no block party event shall be held within the city, without a permit for such block party event having first been obtained by the promoter.
(B) Block party permits shall be issued by the Kokomo Traffic Commission.
(C) All block party permit applications shall be submitted to the secretary of the Kokomo Traffic Commission no more than 365 calendar days before the planned block party event, and no less than 60 days prior to the proposed date of the block party event.
