Any plaquett or sign carried by any person in any parade shall consist of a cardboard sign and a wooden stick in a size not to exceed one inch wide by one inch thick by 36 inches long unless a specific exemption is granted by the Traffic Supervisor or the Traffic Commission and is expressly written on the face of the parade permit.
