§ 75.03 PUBLIC CONDUCT.
   (A)   Interference. No persons shall unreasonably hamper, obstruct, impede, or interfere with any parade or parade assembly or with any person, vehicle, or animal participating or used in a parade.
   (B)   Driving through parades. No driver of any vehicle shall drive between the vehicles or persons comprising a parade when the vehicles or persons are in motion and are conspicuously designated as a parade.
   (C)   Parking on parade routes. The Director shall have authority when reasonably necessary, to prohibit or restrict the parking of vehicles along a highway, or part thereof, constituting a part of the route of a parade. The Traffic Department shall post signs to such effect, and it shall be unlawful for any person to park or leave unattended any vehicle in violation thereof.
   (D)   Violations:
      (1)   It shall be unlawful for any person to stage, present, or conduct, or attempt to stage, present, or conduct, a parade without first having obtained a permit therefore as provided in this chapter, or which shall otherwise violate any of the provisions of this chapter.
      (2)   It shall be unlawful for any person to participate in a parade on the city streets for which a permit has not been granted.
      (3)   It shall be unlawful for any person to fail to comply with all directions and conditions of the parade permit issued pursuant to this chapter.
