(A) Any user who receives an order of the Superintendent issued pursuant to the provisions of this chapter; has an administrative fine levied against them pursuant to the provisions of this chapter; or who is subject to orders issued or actions taken by the Superintendent as otherwise provided by this chapter may appeal such order, administrative fine, or action in accordance with the procedure set forth in § 55.306.
(B) Orders issued, fines levied, or actions taken pursuant to this chapter, shall be stayed pending the outcome of the appeal; provided that the Board of Public Works and Safety (i.e., Board) determines that the request for appeal has merit and should be granted in accordance with the procedure set forth in § 55.306.
