(A) This section establishes monthly fees for the use of, and services provided by, the city’s Stormwater Utility. Such fees shall be based upon the meter size serving each user according to the following schedule:

(B) On or after January 1 and July 1 of every year, beginning July 1, 2017, stormwater fees shall be prepared and billed for those parcels outside the city’s sewer service area for the prior period. The process shall be approved by the Board of Public Works and Safety via resolution and provide an equitable, per parcel, fee structure commensurate with current rates.
