Fees and assessments shall be issued and collected from every user having a parcel of real estate, lot, facility or building that is connected to the city’s wastewater collection system; or which otherwise discharges to the POTW any water, wastewater, sewage, septage, non-residential wastes or other liquids. Such fees and assessments as herein established shall be for the use of the POTW (including the city’s wastewater collection system and treatment works) and any services rendered by the city’s Sanitation Utility.
