All sewers shall be built in accordance with plans and specifications prepared by a registered engineer or land surveyor and approved by the Board of Public Works and Safety. No sewer shall be accepted by the city until it shall have been certified by a registered land surveyor or professional engineer as completed in accordance with the plans and specifications, or in accordance with acceptable “as built” drawings.
