For a sewer to qualify as a border sewer the area along the route of the border sewer must be assessable to a depth of one tier of platted lots or 200 feet on both sides of the sewer. On border sewers the city will collect for its own use all assessments on the opposite side of the sewer from the land owned by the builder or petitioner.
