§ 55.072 EXTENSION OF SEWERS TO ADDRESS PUBLIC HEALTH NEEDS.
   The city may build with any combination of available funds, sanitary sewers which are required to serve a pressing public health need of any area within the city when it can be clearly established that ground and water conditions are unsatisfactory for the absorption of septic tank effluent provided an assessment area is established and an assessment rate per 100 square feet is adopted which, when multiplied together, can be expected to yield sufficient return to pay 125% of the cost of an eight-inch system.
