(A) The applicant shall cause legal notice of the submission of the application to be published in a local newspaper of general circulation. The notice will be published one time, at least ten days before the date of the hearing required under this section.
(B) The notice shall briefly describe the nature of the event, including location and the hours of the proposed event.
(C) The notice will name a time and place, to be provided by the President of the Commission, but no later than 60 days after submission of the application, at which time and place public comment will be heard by the Commission concerning issuance of the permit.
(D) The notice shall state that all citizens will be given an opportunity to be heard, or to submit written comments concerning the proposed event.
