Except for events held in the Central Business District, no more than one block party event permit will be issued to a promoter sponsoring a block party event, in any one calendar year, provided that, the same individual may be designated by different promoters in the course of a calendar year to be the responsible party for the purpose of assuring compliance with this subchapter.
