It shall be unlawful for any person to willfully throw, deposit or cause to be thrown or deposited, upon any non-motorized pathway any glass bottles, glass, nails, tacks, wires, cans or any other object, substance or debris, including animal waste. Any person who drops, or causes to be dropped, thrown or deposited upon a non-motorized pathway any material will immediately remove it or cause it to be removed and shall be further subject to a civil infraction as provided for in this chapter.
