This chapter shall not apply to:
A. Vehicles being used in an emergency when a lack of transporting resources, such as in a disaster situation, would cause an unnecessary delay in patient care;
B. Vehicles owned or controlled by the United States government or the government of the State of Iowa;
C. Vehicles operated only on private property or within the confines of institutional grounds;
D. Vehicles or aircraft responding at the request of a licensed ambulance service pursuant to a mutual aid agreement or affiliation agreement approved by the City of Knoxville, Iowa;
E. Persons or vehicles providing ambulance service for patient transports originating outside of the limits of the City of Knoxville, Iowa, or nonstop patient transports through the City of Knoxville, Iowa;
F. First responders who provide EMS care but are not engaged in the transport of patients;
G. Persons not regularly engaged in the business of ambulance or medical transportation services who provide incidental emergency assistance to family members and acquaintances, including transportation to a medical facility in a private vehicle;
H. Persons or vehicles of the Marion County Sheriff’s Department, Knoxville Police Department, or other law enforcement agencies transporting persons in custody to or from health care facilities. (Ord. 23-09, 7-17-2023)
