It is the purpose of the Knoxville City Council in enacting this chapter to establish local standards for the provision of state-of-the-art clinical quality, efficient, timely, and professional Ambulance Service, and prehospital emergency medical services in the areas of licensure, certification and permits for ambulance service providers and prehospital emergency medical services care providers.
