No person shall do any plumbing work or other work connected with the introduction or supply of water from the waterworks or with the laying of sewers and making sewer connections, unless they obtain a permit from the city. Every person, before obtaining such permit, shall furnish satisfactory evidence of their ability to perform the work properly, and must enter into a covenant and give corporate surety bond in the sum of five thousand dollars ($5,000.00) conditioned that they will conform to the rules and regulations of the city, and save the city harmless from all accidents, damages or losses occasioned by their acts.
