1-12-5: DUTIES AND RESPONSIBILITIES:
   A.   Direct economic development initiatives to achieve the goals and objectives outlined by the City's Comprehensive Master Plan, 2015 Marion County Housing Study, and the adopted land-use concept for the former VA Campus Redevelopment.
   B.   Work with internal and external City partners, including: Knoxville Chamber of Commerce, Knoxville Economic Development Corporation (KEDC), Marion County Development Commission, Greater Des Moines Partnership, and City Administration on negotiating development agreements and developing strategies designed to market and recruit the City of Knoxville as a destination for development.
   C.   Actively recruit to the Knoxville area: individuals, businesses and industries looking to expand or relocate their respective entities through necessary outreach and marketing.
   D.   Serve as central point of contact for businesses, developers and contractors who use city economic development services including financial assistance, site selection assistance, urban renewal, and other municipal actions and services related to a specific project.
   E.   Responsible for the coordination and/or preparation of various community and economic development projects and long-range plans as may be directed by the City Manager.
   F.   Develop and keep current an economic development plan that addresses, at a minimum, marketing, infrastructure, recruitment, retention and entrepreneurial development.
   G.   Maintain a good working knowledge of local utilities, tax structure, zoning regulations, financial incentives and resources (internal and external to the City) and transportation and community services in order to effectively respond to requests for information for economic development purposes.
   H.   Build and maintain a strong working relationship with the various local, State and Federal agencies engaged in economic development activities.
   I.   Monitor an economic development database including information on available buildings, sites, utilities, infrastructure and labor availability.
   J.   Conduct tax and public benefit analysis for economic development projects.
   K.   Assist in planning, organizing, and administering complex programs and financial incentives that promote economic development in the City and result in new capital investment, job creation, expanded tax base, tourism venues, and other economic development opportunities.
   L.   Market and promote business and housing funding assistance programs including but not limited to: tax increment financing (TIF), tax abatement, local revolving loan fund, state and/or federal tax credit programs, Community Development Block Grant Programs, neighborhood development projects.
   M.   Monitor legislation and regulations related to economic development and report findings to the appropriate boards and individuals.
   N.   Build and maintain a strong working relationship with Knoxville's citizenry, businesses, schools and media outlets.
   O.   Attend professional development workshops and conferences to further develop knowledge, skills and abilities in order to develop new or to maintain and enhance areas of expertise in the field of economic development.
   P.   Schedule and make visits on a regular basis to Knoxville businesses, commercial property owners, and other stakeholders.
   Q.   Prepare detailed written reports and recommendation for presentation to Mayor and Council, City Manager, developers, businesses, advisory boards, and community groups.
   R.   Make oral presentations to public and private groups.
   S.   Follow up and respond to all inquiries and contacts of prospective new industry, service and retail businesses.
   T.   Assures that all work performed meets or exceeds the City's standards for customer service, accuracy, quality and efficiency.
   U.   Represents the City at various regional boards and commissions as directed by the City Manager.
   V.   Perform other duties and manage special projects as assigned by the City Manager. (Ord. 21-08, 10-4-2021)
