Upon receipt of an application for a license, the city clerk shall forward it immediately to the chief of police who shall submit a recommendation concerning whether or not a license should be issued. The clerk shall notify the general inspector and the fire chief who shall inspect the premises to determine whether they meet the standards of the applicable state and local regulations.
