2-2-2: ORGANIZATION:
   A.   Appointment; Term: The commission shall consist of five (5) members, three (3) of whom shall reside within the city and two (2) of whom shall reside either within the city or within the Knoxville Community School District. The members shall be appointed by the Mayor with the approval of the City Council for overlapping three (3) year terms. The commission shall designate a chairperson, a vice chairperson and a secretary. The Commission shall designate a Chair Person, a Vice Chair Person and a Secretary. The Commission shall annually, at its regular monthly meeting for the month of May, elect its Chair Person, Vice Chair Person and Secretary. Vacancies shall be filled in the same manner as original appointments.
   B.   Qualification: Members of this commission shall be over the age of eighteen (18) years.
   C.   Compensation: Members shall serve without compensation, but may receive their actual expenses.
   D.   Meetings: The commission shall meet on the second Wednesday of every month. The commission shall provide monthly minutes to the city manager for presentation to the council.
   E.   Resignation: If a commission member has been absent from three (3) or more consecutive regular meetings, the city clerk shall include this as an item on the agenda for the next regular council meeting. At that meeting, the council shall set a date for a hearing and direct the city clerk to give the member notice of the hearing by personal service or first class mail to the member's last known address. At the hearing, the commission member shall have the right to present information on why one or more of the absences should be excused. If the council does not excuse one or more of the member's absences by a majority vote at the conclusion of the hearing, there shall be a vacancy on the commission.
