Fireworks shall not be discharged within the Knoxville City limits except for commercial displays that have received a permit from the City of Knoxville. Sky lantern open flame devices are not permitted to be released within the City limits, except if tethered by a retrievable rope so long as the person discharging maintains control over the sky lantern.
