There is hereby created a city planning and zoning commission composed of seven (7) members, five (5) of whom shall reside within the city and two (2) members shall reside within the city or within two (2) miles of the city limits, who shall be qualified by knowledge and experience to act in matters pertaining to the development of city planning and zoning, none of whom shall hold an elective position in the city.
