8-3-4: MOBILE HOMES:
   A.   Compliance With State Standards; Permit Fee: No mobile home, except those already located within the corporate limits, shall hereafter be used for dwelling purposes within this city which does not meet the standards established by the state of Iowa, and the building official shall require certifications as necessary to prove compliance therewith and such specification plats attached to the mobile home as required by said mobile home standards. The permit fee for a mobile home shall be the same as that set out in the amended international building code, less any fee paid to a state approved inspector as provided in the state building code.
   B.   Installation Requirements: The building official shall ensure that the following installation requirements are enforced:
      1.   Tie Downs Required: All mobile homes shall be enclosed and tied down in a manner at least equivalent to the following:
         a.   Mobile homes up to thirty foot (30') length must have two (2) frame ties per side.
         b.   Mobile homes thirty foot to fifty foot (30' to 50') length must have three (3) frame ties per side.
         c.   Mobile homes fifty foot to seventy foot (50' to 70') length must have four (4) frame ties per side.
         d.   Mobile homes over seventy foot (70') length must have five (5) frame ties per side.
         e.   In addition, over the home ties must be as close to each end as possible, with straps at stud and rafter locations.
      2.   Anchor Requirements: Owner will provide soil tests made to assure that the following anchors will withstand three thousand seven hundred fifty (3,750) pounds of pull per ten feet (10') of mobile home.
         a.   Auger or deadman, six inches (6") in diameter; arrowhead, eight inches (8").
         b.   Auger or arrowhead depth of four feet (4'); deadman, five feet (5'). All augers must be screwed into the earth the full four feet (4') depth.
         c.   Anchor rod five-eighths inch (5/8") diameter with welded eye at top must be hooked into concrete when used in deadman anchors.
         d.   Anchors to slabs must equal the above in pull resistance.
      3.   Connectors Required:
         a.   Galvanized or stainless steel cable; three-eighths inch (3/8") (7 x 7 - 7 wires each), or
         b.   Galvanized aircraft cable; one-fourth inch (1/4) (7 x 19 - 7 strands of 19 wires each), or
         c.   Steel strap; one and one-fourth inch by thirty five thousandths inch (11/4" x 0.035") galvanized, with tensioning device.
         d.   Cable ends secured by two (2) 4-bolt clamps.
         e.   Steel rods; five-eighths inch (5/8") with ends welded closed to form an eye.
         f.   Turnbuckles five-eighths inch (5/8") drop forged; closed eyes. Other tensioning devices of similar strength approved.
      4.   Piers And Footing Required:
         a.   Space at ten foot (10') intervals on both frame rails with end ones no further than five feet (5') from end of mobile home.
         b.   Footings of solid concrete sixteen inches by sixteen inches by four inches (16" x 16" x 4"), or
         c.   Piers of standard eight inch by sixteen inch (8" x 16") solid concrete block.
         d.   Wood blocks used for leveling shall not exceed maximum thickness of four inches (4"). Such blocks must be of nominal eight inch by sixteen inch (8" x 16") dimensions.
         e.   Other equivalent piers accepted. An adjustable screw anchor type column fastened to both frame rail and to a concrete pad or four foot (4') thickness extending the length and width of the mobile home is especially recommended.
      5.   Patio Awnings And Cabana Roofs:
         a.   Two (2) rows of vertical support bars; spacing twelve feet (12'). Second row to be down middle or at mobile home edge, anchored to concrete floor or equivalent footing.
         b.   Other structures on lot must be secured.
         c.   Tip out rooms to be held by over the home tie at outer edge.
         d.   Clerestory roof requires over the home tie at end of each raised selection. (Ord. 14-01, 3-3-2014)
