7-3-10: SPECIFICATIONS FOR CONSTRUCTION:
Sidewalks or driveways constructed under the provisions of this chapter shall be of the following construction and meet the following standards:
   A.   Portland cement shall be the only cement used in the construction and repair of sidewalks or driveways.
   B.   Residential sidewalks shall be at least four feet (4') wide and four inches (4") thick, except sidewalks or crossing driveways shall be at least six inches (6") thick and each section shall be no more than four feet (4') in length. Business district sidewalks shall be at least five feet (5') wide and four inches (4") thick, except sidewalks crossing driveways shall be at least six inches (6") thick, and each section shall be no more than five feet (5') in length.
   C.   Residential and business driveways shall be at least ten feet (10') wide and six inches (6") thick.
   D.   Such additional specifications as may from time to time be adopted by the city council.
   E.   Sidewalks or driveways that are repaired shall be of the same width as the original sidewalk or driveway, but shall meet all of the other above specifications. Sidewalks or driveways replaced or constructed shall meet all of the existing specifications.
   F.   Whenever the proposed sidewalks or driveways construction or reconstruction is in an area of unusual topography, size or shape, or is surrounded by such unusual conditions that the strict application of these specifications would result in substantial hardship or injustices, the city manager may vary or modify such specifications so that the sidewalk or driveway may be constructed or reconstructed in a reasonable manner, but so at the same time, the public welfare and interest of the city and surrounding area is protected.
