7-3-9: PERMIT REQUIREMENTS:
   A.   Permit For Removal Required: Whenever any person shall desire to remove any sidewalk or driveway, either for the purpose of rebuilding the same or replacing it with a new sidewalk or driveway and whenever any person shall desire to construct or reconstruct any sidewalk or driveway whether ordered by the council or not, he/she shall, before proceeding with the work of removing, constructing or reconstructing said sidewalk or driveway, obtain from the city council, through its building inspector, a permit to do so.
   B.   Application For Permit: All applications for removal of sidewalks or driveways or construction of sidewalks or driveways shall be accompanied by plans in duplicate, drawn to scale, showing the actual dimensions and shape of the lot upon which the sidewalks or driveways are to be removed or constructed. Said application shall also provide for a definite time stated as to when all work shall be done and in case of removal when the sidewalk or driveway is to be restored or reconstructed. Said application shall also provide that if the sidewalk or driveway is not constructed or restored within the time stated, that the council may cause the work to be done and assess the cost against the abutting property as provided for in this chapter.
