No permits shall be granted to any person to dig in a street until such person files with the Clerk a written consent of the telephone, gas and electric companies having utility lines in the streets under franchise granted by the City and a written consent of the City Water Department. The Council may authorize the issuance of a permit without such written consents in any case where it feels that such consents are being unfairly withheld. (Ord. 83-4, 12-5-1983)
