It shall be the duty of the Police Chief:
A. To perform all duties of the Marshal or Police Chief which are required by State law and City ordinance;
B. To enforce all laws, ordinances and regulations, and to bring all persons committing any offense before the proper court;
C. To execute and return all writs and other processes directed to him;
D. To have charge of the City jail and of all persons held therein, including conveying prisoners from the City jail to other facilities;
E. To aid Municipal officers in the execution of their official duties, when requested; to execute order of City boards and commissions; and to report to the Council upon his activities as Police Chief, when requested;
F. To be in command of all officers appointed for police work and be responsible for the care, maintenance and use of all vehicles and equipment for the Department; (1983 Code § 2-1-3)
G. To make such rules, not in conflict with the provisions of this Chapter, as needed for the detailed operation of the Police Department, subject to the approval of the City Manager. Such rules shall cover off-duty and on-duty conduct and activity of members, the wearing and care of the uniform, the use and practice with side arms and other police weapons, the use of police radio and other communications, and such other matters as the Police Chief determines to be necessary for the operation of the Police Department. In the event of an emergency, the Police Chief may make temporary rules for the protection of the system until due consideration by the City Manager may be had. (1983 Code § 2-1-3; 1996 Code)
