4-3-26: ROLL-OFF DUMPSTERS/BINS/TRASH RECEPTACLES:
   A.   It shall be unlawful to place, park or leave standing on any public street, alley or city owned or city controlled parking areas any roll-off dumpster, bin or trash receptacle without the approval of the chief of police or public works director and a permit issued.
   B.   All permit applications for roll-off dumpsters, bins and trash receptacles must meet the following requirements:
      1.   Roll-off dumpsters, bins and trash receptacles must be clearly marked with the owner's name, address and telephone number.
      2.   Roll-off dumpsters, bins and trash receptacles must have adequate reflective warning markings on both sides and on the end of the roll-off dumpster, bin or trash receptacle nearest to any oncoming traffic.
   C.   Applicants must apply to the chief of police or public works director for a seven (7) day twenty five dollar ($25.00) permit prior to placing any roll-off dumpster, bin or trash receptacle in the public street, alley or city owned or city controlled parking areas. Time extensions beyond the seven (7) day permit must be approved by the chief of police or public works director.
      1.   If odors persist prior to the end of the seven (7) day permit, the roll-off dumpster, bin or trash receptacle will be required to be removed immediately.
   D.   Failure to comply with the requirements of this section constitutes a one hundred dollar ($100.00) fine under this chapter. (Ord. 08-09, 9-19-2008)

   F.   Roll-off dumpsters, bins and trash receptacles will not be allowed to remain on public streets, alleys or city owned or city controlled parking areas during any declared snow or storm emergency period. (Ord. 08-09, 9-19-2008)
   G.   Only those haulers with a valid residential garbage license may provide roll-off/dumpster service to residential zoned districts and only those haulers with a valid commercial garbage license may provide roll-off/dumpster service to commercial and industrial zoned districts. Haulers who secure a residential and commercial license may provide roll-off/dumpster service in either district. (Ord. 09-06, 5-4-2009)
