For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
ALLEY. A public street in the City of Vincennes which:
(1) Is used primarily for the convenience of the owner of property abutting thereof and of the persons dealing with them;
(2) Is abutted on both sides by property which is not customarily designated by an official property number; or
(3) Has been declared an alley by the Common Council of Vincennes.
COUNTY PARKING LOTS. Those areas lying within the sidewalks of the Courthouse square located adjacent to Seventh Street, Vincennes, Knox County, Indiana, which are paved by hard surface material and/or gravel and are designated as parking areas by the county and is in existence as of the date of this subchapter, or any extensions thereto made from time to time as deemed necessary by the Board of Commissioners of the county. Also, that area lying between Busseron and Broadway Streets in the City of Vincennes, County of Knox, State of Indiana, which lies adjacent to and across the alley from the Courthouse Annex office building, the Annex parking lot, being paved with hard surface materials and lying on either side of the alley located thereon by the City of Vincennes.
MOTOR VEHICLES. Every vehicle which is self-propelled and every vehicle which is propelled by power obtained from any source whatsoever. The same being a device in, upon or by which any person or property is or may be transported or drawn upon a highway, except devices moved by human power or used exclusively upon stationary rails or tracks.
PARK or PARKED. The standing of a vehicle, whether occupied or not, other than temporarily, for the purpose and while actually engaged in the unloading or loading of persons or property.
PERSON. Every natural person, firm, co-partnership, association or corporation or entity of every nature whatsoever.
POLICE OFFICER. Every officer of the Police Department of the county or any person authorized or directed to regulate parking upon the county-owned parking facilities.
