The Health Officer of the county, as hereinafter defined, and the Health Officer's agents and representatives are hereby authorized to issue permits, collect permit and incidental fees, perform inspections, order or otherwise compel correction of violations of this subchapter, and are otherwise authorized to perform all actions necessary for the administration and enforcement of this subchapter.
