The purpose of this subchapter is to provide minimum standards for the licensing of persons constructing, installing, replacing or repairing any part of an on-site sewage disposal system in the county. The further purposes is the prevention and suppression of disease and health risks associated with the use of on-site sewage disposal systems and to otherwise promote public safety and welfare and protection of the environment.
