All fines, penalties and clean-up costs assessed under this subchapter shall be deposited into the County Solid Waste Clean-Up Fund. Each section, division, sentence, clause and phrase of this subchapter is declared to be an independent section, division, sentence, clause and phrase, and the finding or holding of any section, division, sentence, clause and phrase to be unconstitutional, void or ineffective for any cause shall not affect another section, division, sentence, clause and phrase, or part thereof.
