(A) The Board shall establish a schedule of reasonable fees to defray the administrative costs connected with processing and hearing proposed drainage plans, administrative appeals and other official actions taken under this chapter. An applicant shall pay the specified fee upon the filing of an application for drainage plan approval.
(B) The Board or Highway Department may require, in addition to a filing fee, the payment of a fee to cover the costs associated with obtaining an independent review and analysis of a proposed drainage plan. The Board or Highway Department may not set this additional fee at an amount greater than is reasonably necessary to defray the expenses incurred by the Board or Highway Department in obtaining the services.
