(A) This chapter is not intended to limit or restrict the rights and powers of county government with respect to emergency management. The Commissioners, Emergency Management Director, Emergency Management Advisory Council, and Department of Emergency Management shall have all rights and powers as provided in I.C. 10-14-3.
(B) Each provision of this chapter shall be construed as separate to the end that if any part shall be held invalid for any reason, the remainder shall continue in full force and effect.
(C) This chapter shall be effective the later of April 1, 2013 or upon the date of publication and compliance with applicable legal requirements.
