In the event that a quorum of the Board of Commissioners cannot be assembled for purposes of the meeting required under § 35.43 of this chapter, the principal executive officer of the county shall have all powers and may take all actions of the full Board under § 35.45(A)(2) through (A)(13) of this chapter until the assemblage of a quorum is possible.
