Except as provided by §§ 35.04 and 35.05 of this chapter, the jurisdiction of the County Department of Emergency Management, the jurisdiction and applicability of the county’s comprehensive emergency management plan as adopted pursuant to § 35.29, and the exercise of any powers of the principal executive officer of the county and the Commissioners under this chapter, shall be comprehensive and inclusive countywide and effective in both the incorporated and unincorporated areas of the county.
