The Advisory Council shall advise the Director in the preparation of the budget. The County Council shall appropriate such funds as it may deem appropriate for the purpose of emergency management. All funds appropriated or otherwise available to the Department of Emergency Management shall be administered by the Director, subject to the approval of the Commissioners, in the same manner as provided by law or ordinance for other county funds, except as otherwise provided under § 35.45(A)(9) through (A)(11) of this chapter.
