If a Deputy Director has been appointed pursuant to § 35.21(A)(2) of this chapter, he or she shall during normal times assist the Director in the performance of his or her duties. During an emergency, the Deputy Director shall assist the Director and fulfill the duties of the Director in the absence or inability of the Director to serve.
