§ 153.07  CAPITAL IMPROVEMENTS PLAN.
   (A)   Purpose. The purpose of this section is to provide a description and analysis of the customary responsibilities of public agencies in the county for installing and operating needed capital improvements including those proposed in this report.
      (1)   The plan must be long range in nature.
      (2)   The plan should be comprehensive in its approach.
      (3)   The plan should be highly coordinated in its proposals.
   (B)   Improvements. The following outlines the recommended capital improvements for the county, many of which have already been mentioned.
      (1)   Residential plan.
         (a)   All cities and towns should accommodate land for park sites.
         (b)   Septic tanks and regulations need to be inspected and enforced for new and existing subdivisions.
         (c)   All new housing units and subdivisions need to have a published drainage plan. This drainage plan needs to be reviewed and enforced.
      (2)   Transportation plan.
         (a)   The majority of the collectors throughout the county need to be widened and re-paved.
         (b)   Subdivision roads and streets need to be inspected on an individual basis to determine the appropriate measures to occur, such as re-paving and/or the addition of a new road or street.
