(A) Purpose. The main function of a transportation plan is to organize traffic generated by the major land use activities in the county and to provide for the most efficient movement of traffic from origin to destination within reasonable bounds. As a result, the pattern of routes in the comprehensive plan is derived by taking both topography and land use into account. As shown in the proposed street classification map, arterial streets have been proposed to connect main concentrations of population by as direct routes as possible. The following proposals have been made for arterial streets and highways in the county.
