(A) There is herein enacted a purchasing policy for all departments and offices of the county government to be known as
KNOX COUNTY FIRST, defined as: all officeholders and employees of departments and offices of the county government shall make every effort to first purchase goods and services needed for the department or office at a business located within the boundaries of the county.
(B) Provided, however, that, Knox County First shall not apply whenever:
(1) The good or service needed is not available within the boundaries of the county; or
(2) The officeholder, employee or department head has been granted a waiver of the Knox County First policy by the County Council.
(C) The County Auditor is herein directed to immediately disseminate a copy of this section to every officeholder and department head for posting in all offices of the county government.
