Lawfully existing telecommunication facilities that do not conform with the requirements of this subchapter shall be considered legal non-conforming uses as provided in this chapter; however, placing additional antennas on a non-conforming structure in accordance with this chapter shall not be considered an expansion of the non-conforming use, nor shall it be considered to be an increase in the degree of non-conformity.
