(A) This chapter is adopted for the following purposes:
(1) Promoting the public health, safety, comfort, morals, convenience and general welfare;
(2) Encourage employment of the principles of good design in community development;
(3) To enhance economic development and growth;
(4) Securing adequate light, air, convenience of access and safety from fire, flood and other dangers;
(5) Lessening or avoiding congestion in public ways;
(6) Implementing the comprehensive plan; and
(7) Otherwise accomplishing the purposes of I.C. 36-7-4.
(B) To that end, this chapter does the following:
(1) Regulates the location, height, bulk, area and use of buildings, structures and land;
(2) Regulates the size of yards, setbacks, courts and other open spaces;
(3) Provides for adequate off-street parking spaces;
(4) Guides the density and distribution of population and the orderly use and intensity of use of land for residences, trades, industries, public activities and other specified purposes;
(5) Provides for reasonable standards assuring the use and enjoyment of property to all;
(6) Creates districts of a kind, character, number, shape and area as may be necessary to carry out those purposes, and establishing the boundaries thereof;
(7) Establishes a Board of Zoning Appeals;
(8) Provides for the method of administration, amendment and enforcement of this chapter; and
(9) Establishes penalties for the violation of this chapter.
