§ 30.02  DEPARTMENT OF REDEVELOPMENT; COMMISSION.
   (A)   The County Department of Redevelopment (the "Department"), controlled by a board of five members to be known as the "Knox County Redevelopment Commission" (the "Commission"), is hereby created and established.
   (B)   The five members of the Commission shall be appointed by the Board of Commissioners of the county (the "Board") and shall be governed by, and operated in accordance with, I.C. 36-7-4-1 et seq. as that chapter may be amended from time to time.
   (C)   In accordance with I.C. 36-7-14-8, the Commission will hold its first meeting not later than 30 days after the appointment of the members of the Commission.
   (D)   The Commission is authorized and directed to enter into agreements in connection with the project and otherwise as are necessary or appropriate to assure the use of the incremental tax revenue as contemplated for the provisions of this section and state law.
   (E)   (1)   The President, currently James Franklin, is appointed nonvoting advisor to the Commission. The President shall serve at the pleasure of the Board of Commissioners for a term ending not later than 12-31-2011, and until a successor is appointed.
      (2)   As the nonvoting advisor, under the law:
         (a)   The President is not considered a member of the Redevelopment Commission for purposes of I.C. 36-7-14, but is entitled to attend and participate in the proceedings of all the meetings of the Commission; and
         (b)   Is not entitled to a salary, per diem or reimbursement of expenses.
