(A) Upon payment of the license fee and presentation of the rabies vaccination receipt, the County Auditor or person designated by him or her shall issue to the owner a license certificate and a metallic or other tag of durable material for each animal so licensed. The shape of the tag shall be changed each year and shall have stamped thereon the year for which it was issued and the number corresponding with the serial number of the certificate. The owner shall provide each animal with a collar to which the license tag shall be affixed and shall see that the collar and tag are worn by the animal so licensed at all times when at large. In case an animal tag be destroyed or lost, a duplicate tag shall be issued upon presentation of the license certificate or a receipt showing payment for a certificate for the current year, along with the rabies vaccination receipt and upon payment of $0.50 for the duplicate.
(B) Animal licenses, certificates and tags shall not be transferrable from one animal to another and no refunds shall be made on any animal license fee because of death of the animal or any other reason.
