§ 94.02  LICENSING AND REGISTRATION OF ANIMALS AND KENNELS.
   (A)   All animals kept, harbored or maintained by their owners in the county outside the corporate limits of any city or town shall be:
      (1)   Licensed by their owners each year not later than May 1; and
      (2)   Vaccinated for rabies by a licensed veterinarian not later than May 1 every year, if the animal is more than six months of age. The vaccination shall be with an anti-rabies vaccine of a type approved by the State Board of Health. The anti-rabies vaccination shall be in accordance with standards, type of dosage and immunity duration which is and will be prescribed from time to time by the State Board of Health.
   (B)   Animal licenses valid until, but not including, May 1 of the following year shall be issued by the County Auditor or person designated by him or her upon payment of a license fee of $2 for spayed or neutered animals and $3 for all unaltered animals and presentation of a rabies vaccination receipt certifying the animal to have been vaccinated for rabies not more than 12 months prior to the date of application for license. The owner shall state, at the time of making application for the license and upon the forms provided for that purpose, the owner's name and address and the animal's name, breed, color and sex.
   (C)   The provisions of divisions (A) and (B) above shall not apply to any dog show, nor to seeing-eye dogs trained to assist blind persons when the dogs are actually used for those purposes, not to dogs kept in a kennel while the dogs are actually in the kennel.
   (D)   Each year not later than May 1, every person owning, operating or permitting a kennel upon his or her premises shall obtain a kennel license by making an application to the County Auditor setting forth in the application the number, breed, color and sex of each animal held by him or her and the location at which the animals will be housed within the county.
   (E)   In the event the County Auditor approves the application, a kennel license shall be issued by the County Auditor to the applicant upon payment of the fee according hereto.
