There is hereby established a special non-reverting operating fund for the placement of any and all monies received by the county pursuant to this subchapter, designated as the "Temporary Road Closure and Road Crossing Fund" to be administered by the County Commissioners.
(A) The funds shall be used for repair, maintenance and construction of county roads and bridges and the purchase of equipment for the County Highway Department.
(B) Any monies remaining in the Fund at the end of the year shall not revert to any other fund, but shall remain in the Fund for use as specified in this subchapter, and shall not require a notice of encumbrance, but shall be automatic in accordance with this subchapter.
(C) In the event of termination of this Fund, any balance remaining shall be transferred into the General Fund.
