It shall be unlawful for any person, firm or corporation to dump, deposit, place or otherwise put trash, debris or other tangible objects upon the public streets or highways of the county, the rights-of-way of public streets or highways or in any locations directly adjacent to the right-of-way of a public street, highways and roads.
