511.03  EXEMPTIONS.
   (a)    The provisions of Sections 511.01 and 511.02 do not apply to:
      (1)   Sound generated by a governmental entity created in the performance of its duties.
      (2)   Any law enforcement motor vehicle equipped with any communication device necessary in the performance of law enforcement duties or to any emergency vehicle equipped with any communication device necessary in the performance of any emergency procedures.
      (3)   Sound generated by a private person in response to an emergency involving actual or imminent physical trauma or property damage or loss which demands immediate attention.
   (b)   The following acts, and the causing or permitting thereof, which may result in a noise disturbance as defined in Section 511.01 are declared not to be in violation of Section 511.01:
      (1)   The operation of any tools or equipment used in duly permitted construction activities when performed within the hours permitted by Section 509.08.
      (2)   Emergency work of public utilities.
      (3)   The sounding of any fire, burglar, or other emergency alarm, siren, whistle, or similar signaling device for emergency purposes provided that such alarm is automatically terminated within fifteen minutes of activation or within a reasonable time after notification of activation.
      (4)   The sounding of any motor vehicle burglar alarm provided that such alarm is automatically terminated within fifteen minutes of activation or within a reasonable time after notification of activation.
      (5)   The lawful use of any horn or other auditory signaling device required or permitted by law on or in any motor vehicle on any right of way or public land as a warning of danger.
      (6)   The emission of sound for the purpose of alerting persons to the existence of an emergency or for the performance of emergency work.
      (7)   Organized school related programs, activities or events.
      (8)   Parades or other public programs, activities or events.
