The City Engineer shall issue the permit provided for in § 836.01, upon receipt of the application duly approved by the Planning and Zoning Commission, and upon the furnishing of a one-year drilling bond by the applicant in the sum of fifty thousand dollars ($50,000.00) in a form and with a surety approved by the Director of Law. Such bond shall be conditioned upon the faithful observance of all provisions of law or ordinance relating to the drilling of an oil or gas well and further conditioned upon the permittee and his or her assigns doing the following:
(a) Restoring to their former condition the streets, sidewalks and other public places of the city which may be disturbed in the drilling operation; and
(b) Clearing the area of all litter, machinery, derricks, buildings and all other substances used or permitted in the drilling operation.
