No person shall drill a gas or oil well in the city without first obtaining a permit therefor. For each well to be drilled, application for a permit shall be made to the City Engineer upon such forms as he or she may prescribe. Such application shall be accompanied by a fee as stated in the Fee Schedule in § 236.07 of the City of Kirtland Codified Ordinances. There shall be filed a separate application and fee for each well contemplated.
