The city shall enter into an agreement with the Board of Commissioners of the county, providing for the hiring of the County Building Inspector to act as the Building Inspector of the city, for the purpose of enforcing the Regional Dwelling House Code in the city, to collect permit fees as prescribed by his or her office and to do all things necessary and incidental thereto. Such agreement shall cover all residential, business, commercial, assembly and industrial construction in the city and shall continue from time to time until terminated with 30 days notice by either party.
